Presiden Pertama PBB
Tun Datuk Patinggi Tan Sri Temenggong Jugah Barieng

KUCHING: The late Tun Datuk Patinggi Tan Sri Temenggong Jugah anak Barieng was the greatest hero in the unification of the Bumiputeras in Sarawak.

Chief Minister Pehin Sri Haji Abdul Taib Mahmud said it was Tun Jugah together with Tun Abdul Rahman Yakub who proposed the merger of Parti Bumiputera and Parti Pesaka, which led to the formation of Parti Pesaka Bumiputera Bersatu (PBB).

“For us in PBB, Tun Jugah was the greatest hero in the unification of the Bumiputeras in Sarawak,” said Taib when officiating at the memorial programme in honour of model statesman ‘Program Mengenang Tokoh Negarawan:

Tun Datuk Pat inggi Tan Sr i Temenggong Jugah anak Barieng’ at the State Library in Petra Jaya here yesterday.

The programme was organised by National Archive Malaysia in collaboration with the State Library and Tun Jugah Foundation.

The Chief Minister said although there were other Bumiputera political parties in Sarawak besides PBB today, the spirit of wanting to unite was still there.

“Today we can see the representation from the Bumiputera community is very good, strong and very united, and this is because we had in the early years a leader from among the Iban community who was far sighted. He did not want Sarawakians to be left out from the struggle that could be achieved.

“What we are today is the result of what our forefathers did yesterday.

Tun Jugah was one of those leaders who shaped our future. He was also the most influential,” Taib pointed out.

“I look upon him as my model to unite the people,” he said, adding that he really admired the spirit of Tun Jugah whom he knew as a neighbour for three years.

“I was barely 27 years old then, and my admiration for him was more like a schoolboy. But today, my admiration for him is more of intellectual and based on real appreciation of his quality,” said the Chief Minister.

Taib said what Tun Jugah had shaped yesterday, he would try to take over and give Sarawak a much stronger shape for tomorrow.

“And I am sure after me, there will be other people who will make sure that Sarawak will be shaped even better, and we will have a history that Tun Jugah would like to see - a stable, united and progressive Sarawak.” He revealed that Tun Jugah was a statesman whom he personally knew, who was his neighbour as well as his boss in PBB for a number of years.

He said Tun Jugah was someone from a rural background, who, together with other leaders from the other communities, was able to bring Sarawak to become part of Malaysia.

Taib said he remembered the important role played by Tun Jugah in facilitating the application of Sarawak into Malaysia at a time when the climate in Asia was less peaceful, and in that situation Tun Jugah was someone who was brave to oppose whatever threats at that time.

“Because of his bravery, many people in the interior of Sarawak could not be influenced by underground communist movement , which at that time was very active in trying to bring Sarawak towards a different political destination.” He said Tun Jugah emerged from a situation that had a lot of limitations, and Kapit was a place, at that time, not easy to reach, but he managed to emerge in a special way because he was farsighted.

“When he was appointed to replace Temenggong Koh as the Iban Temenggong, Tun Jugah was able to adapt himself and widen his view.He was also bigger than many Iban leaders at that time.

“Because of that we were able to see that Tunku Abdul Rahman believed in him so much to coax the Ibans and the other Bumiputeras in the state about the advantages of Sarawak to become part of Malaysia.

“Initially, Tun Jugah was not able to coax many Iban leaders to bring Sarawak into Malaysia but because he met a lot of other leaders like the outspoken Datuk Oyang Lawai Jau who was supportive in the movement to bring Sarawak to be part of Malaysia, he was eventually able to coax other leaders from the Iban, Bidayuh and Orang Ulu communities to support the concept.

“It was the best decision at that time because it saved Sarawak from the chaos that was sweeping Southeast Asia at that time,” said Taib.

Because of the good role he played, Tun Jugah was one of the leaders invited to be part of the co-solidarity committee to meet in Singapore on the formation of Malaysia.

“What is very important for all these leaders for supporting Sarawak to be part of Malaysia was their desire to see Sarawak not being left behind. They all wanted rural development in Sarawak. All these had been achieved today,” he added.

He said Tun Jugah was also able to give the Cobbold Commission the confidence that majority of Sarawakians wanted Sarawak to be part of Malaysia.

Tun Jugah, like other Bumiputera leaders, was also aware that the Bumiputeras in Sarawak were still far backward and their backwardness could only end if there were specific programmes to bring them into the main stream of development.

When Tun Jugah was appointed a member of the executive council during the colonial era, one of his most important proposals was to set up the native concession fund to collect small portion from timber royalty to give opportunity for Sarawakians to pursue their further education.

Taib said the concession fund, which still exists today, would become the Bumiputera Trust Fund which will be launched soon to encourage Bumiputera students to take technical education more seriously.

He said Tun Jugah also viewed that political unity was also important to ensure the success of the formation of Malaysia.

He said when Tun Jugah saw the need for Sarawak to have a stable government, he and Tun Abdul Rahman Yakup proposed the merger of Parti Bumiputera and Party Pesaka to form PBB.

From there, the spirit of cooperation among the Bumiputeras improved greatly in Sarawak politics, and the cooperation with the non-Bumiputeras was emphasised although Tun Jugah knew the Bumiputeras needed special attention.

The cooperation with the non- Bumiputeras was part of the efforts to save Malaysia.

Meanwhile, in her speech at the event, Deputy Director-General of National Archive Hajah Daresah Haji said the programme was aimed to provide opportunities to the people to get to know prominent statesmen like Tun Jugah and to appreciate their contributions to the country.

She also stressed on the importance of the programme to revive the people’s love for the country’s statesmen who served the country.

Also present were the Chief Minister’s wife Puan Sri Ragad Kurdi Taib, Deputy Chief Minister Tan Sri Datuk Patinggi Alfred Jabu Numpang, Minister of Land Development Tan Sri Dato Sri Dr James Jemut Masing and the Chairman of Tun Jugah Foundation Tan Sri Datuk Amar Leonard Linggi Tun Jugah.
